Abstract

This study is part of Rand's continuing research into concepts and methodology for more effective resource management. The study is intended to present considerations which will lead to implementation of more effective and responsive approaches to force capability reporting. It concentrates upon the style in which weapons systems operation status, support status, and correlative data can be used by force manages and, more importantly, how it can be displayed to facilitate the decision process. The authors' intent is that such a force capability reporting system will: (1) provide selective force status and employment alternatives for forces under various scenarios, (2) monitor essential supporting resources and the effect of such resources on operational capability, and (3) provide a mission success indicator for specified weapon system employment events.
