Abstract
The report, designed primarily as an aid for 'getting started,' provides a procedural framework for a performance improvement effort and suggests specific techniques for the initial phases. the suggested procedure consists of seven phases: (1) understanding the system, (2) analyzing operations, (3) formulating performance improvement hypotheses, (4) analyzing probable cost-effectiveness of modifications, (5) testing specific hypotheses, (6) implementing appropriate combinations of modification and (7) testing the effectiveness of the implemented modifications.
